Those of us who live near San Francisco or Seattle have seen flower vendors on the streets.
All around Europe there are these places to buy flowers.
Paris has a whole section near Norte Dame devoted to them.
In other countries there are nearly always places to buy flowers.
I suspect that it is because in the central city of any nation, there is little room for gardens.
It is a way of bringing the outdoor in.
